Newly sworn-in Kabale Municipality MP Andrew Aja Baryayanga has unveiled an eight-point five-year development agenda focused on expanding water access, restoring USMID road funding, improving infrastructure, and strengthening service delivery across the municipality.

Andrew Aja Baryayanga has unveiled an eight-point, five-year leadership plan aimed at improving infrastructure, expanding water access, enhancing security, and boosting service delivery in Kabale Municipality following his official swearing-in as Member of Parliament.

Speaking in an interview shortly after taking office, Baryayanga said his development agenda would prioritize key sectors including infrastructure, agriculture, health, education, and urban service delivery.

A major focus of the plan, according to the legislator, will be expanding access to clean and reliable water across different parts of the municipality.

“In my five-year term, I will focus on expansion of water schemes such as the Kashanje gravitational water scheme, Bugongi, and Karubanda systems so that we are in position to deliver clean, reliable water to more areas of the municipality,” Baryayanga stated.

The MP also revealed plans to push for improved urban lighting under what he described as the “Light Up Kabale City” project aimed at improving security and urban development within the municipality.

Baryayanga further pledged to lobby government for the reinstatement of funding under the Uganda Support to Municipal Infrastructure Development (USMID) program to facilitate road upgrades and improve the municipality’s transport network.

“I will also lobby for the reinstatement of USMID road funding to Kabale Municipality to upgrade the road network and urban centres,” he noted.

The legislator’s return to Parliament marks a political comeback after previously serving as Kabale Municipality MP from 2011 to 2021.

During the 2021 general elections, Baryayanga lost the parliamentary seat to Nicholas Kamara. However, he regained the seat in the 2026 elections after emerging victorious.

Supporters say they expect his return to strengthen development initiatives and improve service delivery within the municipality.

Uganda’s 12th Parliament officially commenced this week following the swearing-in of newly elected legislators ahead of the start of parliamentary business.
